Detailed Records Expedition Atlas Skill

This skill appears to block low implicit logbooks or low lvl logbooks from dropping creating a net negative impact to logbook acquisition.

Suppose the following oversimplification with 4 logbook types:

25% A - lvl 79
25% B - lvl 80
25% C - lvl 81 low implicits
25% D - lvl 81 high implicits

Ran about 20 maps yesterday with this skill. Got 2 logbooks. In the about 20 I ran without the skill pre/post I was netting about a logbook per map. The vast majority of them being lvl 79/80 w 2-3 implicits.

The way the passive reads one would expect any drop of a logbook to upgrade +1 lvl and full implicits. However, it appears that the passive simply blocks the drops of any non-qualifying logbooks and will only allow the drop of logbooks that are naturally +1 lvl and full implicits. This is a net negative to logbook drops overall and unclear in the skills write-up.
