Siege Cascade cannot build up freeze

No gem text on this skill states it cannot freeze, nor does it have the payoff tag. A while back it was changed to allow building stun, but I believe it doesn't allow building freeze, since the Rogue Exile who has Siege Cascade has both Cannot Stun and Cannot Freeze on his modifiers.

It can pin, electrocute and stun, but not freeze. Please fix.

how much cold damage you have?
It can also shock and ignite by the way so it could also freeze with enough cold dmg or blueflame maybe.

Edit: Tooltip says it actually cannot cause freeze build up in any way :D
But i could be related to the first hit not the explosion, i will try blueflame and see.

I know, that's the problem. It doesn't build up, but doesn't state that it can't , nor does it have any other tags or systems that indicate it shouldn't. It's bugged, cause other CC can be applied with it, just not freeze.

It can freeze with blueflame and trigger herald of ice with polci, just tested.
So i assume with enough cold dmg on gears the explosion part can freeze and shatter with HoI without using bluflame :D
