Tower Completed but atlas still shows in progress and The Grand Project not triggered

I've had this bug a few times and it's getting really frustrating.

I complete a tower with The Grand Project, exit the map and check the atlas. The tower shows as in progress but the port says (Completed).

Anyone else seeing this?
