Wolf Pack and Cackling Companions

I'm using Wolf Pack with Hysseg's Claw Talisman using Cackling Companions, and for some reason when I enter a new area or the Wolf Pack despawns, it deactivates Wolf Pack and wont let me have both activated unless I have my weapon locked to both sets, switch to weapon set 2 and deactivate Cackling companions, only then will it let me activate both Wolf Pack and Cackling Companions again.
