Sierran Inheritance not working in standard?

Trying to self chill but any damage on me doesn't make me chill. I checked no chill immune modifier on my build.

UPDATE: Apparently it works but damage values of mobs are too low and/or character elemental ailment thresholds are too high to give consistent self-chill. Usually gets chill from stronger enemy attacks but can kill you with 2-3 more hits while only chill buffing you for base 2 seconds.

Maybe a specific reduction in chill ailment threshold modifier added to this Unique to make it feel better on base.
