Citadel bosses giving less fragments post patch?

I've been running 2x 50% increased waystone drop + 120%+ on map and visions of paradise for first, 30% boss extra chance for second.

I think this should be guaranteeing 2x fragment drops from boss ea time and last map i had a 425% multiplier for waystone chance yet only dropped ONE.


so i think something may be wrong unless i'm just misunderstanding the mechanics.

did another 2 maps, 220% total from waystone and precursors for first and got 2.

second i had 325% and got one, this was with extra chance from bosses since i could use 3 tablets
