Inconsistent performance on AMD Hardware

FPS issues are severe. I'm getting 30FPS in a Fullscreen mode, same with windowed Fullscreen. In windowed mode I get 165FPS static even though my foreground FPS is capped at 180 and background at 60 (likely due to my monitors having 165 Hz refresh rate).

For reference, my PC specs are as followws:

1TB m.2 Crucial T705 PCIe Gen5 NVMe SSD 2280 13,600MB/s

This is supporting dual 2k monitors.

Not bragging, just to see how bad the problem is. In theory, this setup should easily run this game at max FPS on full max settings, but I'm stuck playing it in windowed mode which has it's own set of issues (like accidentally dragging the window frame causing the game to pause while the screen is adjusting. I've yet to have that happen on an apex boss).

I may be the only one to think that this isn't acceptable. I realize the game is in open beta, but shouldn't the performance issues take precedence over pretty much everything else other than crashes?

Correction: The issue seems to be caused by Intel XeSS specifically. Swapping to FSR seems to resolve the issue. Being on Vulkan helps to, but it doesn't mesh well with the current AMD driver.
