Stormweaver "+2 to Limit for Elemental Skills" does not work for Siege Ballista Totem

Siege Ballista Totem has the "Fire" tag on its skill gem, making it an elemental skill. However, it does not have its limit increased when taking Stormweaver's "Multiplying Squalls" passive. Very frustrating to have interactions not work when the wording on skills says that it should
