No inputs register on new character

Whenever i make a new character, while the they are laying on the beach after choosing class, none of my inputs work.
I get the help info that [o] will take me to the options and I can change mouse and keyboard settings, but nothing works.
I have even added a controller, but that does nothing as well.

The only fix for me is to close the game and relaunch.
Then my character stands and all my inputs works as expected for the rest of the campaign.

I also notice that my default controls settings are reverted to "click" instead of "wasd" and some of my keybindings are removed (i get the message that some bindings are missing). Meaning that they are reverted to some state that i doubt is even default (I remember wasd being default).

I doubt my computer hardware is relevant, but I am using windows 10 as OS.
This has been a problem since launch for me, but since I don't hear about this more often, it may be a niche problem.
