Skill UI Glitch: Sigil of Power name disappears and Staff is unusable

I'm experiencing a bug with a specific staff that prevents me from using skills:

Issues:

No weapon shows up in the selection menu
Skills don't activate when attempted
Error message states I cannot use the skill
The skill icon disappears and displays names from passive tree nodes instead
What I've verified:

I have sufficient skill points allocated in both talent trees (1 and 2)
The skill is properly selected
I have another identical staff that works without any issues
All requirements appear to be met
Conclusion: This specific staff appears to be bugged, while an identical one in my inventory works perfectly.

Since 0.4 many runes are now limited to 1 (per character): Content Update 0.4.0: Item changes. It should be the rune for "+1 to level of all spell skills". Are you using it also in your 2nd weapon set item?
