Freeze ailment does not fully prevent actions, movement, or damage application

According to the in-game description, Freeze is an ailment that causes targets to be unable to move or act and according to multiple official/community explanations it sets the target’s Action Speed to 0, preventing movement and skill usage.

However, in PoE 2 there are several reproducible cases where a frozen enemy still affects the player or the environment in ways that contradict this definition.

Observed behaviors:

1) Residual movement and collision while frozen
If an enemy is moving toward the player (running, charging, or leaping) and gets frozen mid-action, the enemy becomes visually frozen but:

-continues to translate in space due to residual movement or momentum;
-can still collide with and displace the player, despite being frozen and unable to act (no damage is dealt, but physical interaction still occurs).


2) Persistent rotating attacks
Enemies with rotating blades or similar persistent AoE attacks stop moving when frozen but:

-the rotating hitboxes continue to spin and apply effects such as Bleeding if the player approaches.

3) Channeled or continuous spell effects
If an enemy is casting or channeling a spell (e.g. a flame breath or continuous fire attack) and gets frozen the enemy model stops but:

-the spell effect continues to be emitted,
-still dealing damage and applying DoT effects from a frozen enemy.

Expected behavior:
If Freeze sets Action Speed to 0:

-movement should immediately stop,
-ongoing casts and channels should be interrupted,
-enemy-bound hitboxes and effects should cease,
-frozen enemies should not translate, push, or apply damage/effects in any form.


Actual behavior:
Freeze appears to affect only the enemy actor state and animation, while:

-residual movement and collision remain active,
-persistent hitboxes continue to apply effects,
-already-started skill effects are not interrupted.


Conclusion:
This behavior is inconsistent with the described mechanics of Freeze and may indicate that Freeze is not correctly invalidating movement, active skill states, or attached hitboxes.
This appears to be a mechanical inconsistency or bug rather than an intentional design choice.

You're absolutely correct. I can get behind that frozen moving enemies can still hit you, but those vaal constructs still flailing their arms while being frozen is just ridiculous...
