Adding quality into djin gem?

Hey my character is Disciple of Varashta and 93 level.I wonder how can i improve quality for 2 my Djins gem spells (Kelari and Ruzhan). it show benefit of having it max. Thanks for any help!

So why it shows at max quality i gives me from 0-2 more daggers (Kelari)? So you can somehwo or it will be in future league?

There is a lineage gem that ups the quality by 10%, but it's very expensive.
