Cast on minion death bug

Currently unable to use cast on minion death in set 1, it lets me activate it but it is not shown to be funtioning on set 1, however it does function on set 2 and functions like this regardless of if I rotate what is equiped in each set. Unequiped all other skills with no change.

I'm actually having this same bug except it's WS2. I been trying everything I can think off taking off all gems, rearranging gear, activating and deactivating. This is really demoralizing and affecting the build I was trying to run. I have at least one minion and more than enough spirit and no luck. It just will not activate on WS2.
