Has the drop rate of Varlroth's Emblem been secretly adjusted?

Has the drop rate of Varlroth's Emblem been secretly adjusted? It’s so hard for ordinary players to build a temple. The economy is collapsing, and we just want to build a temple for fun, but it’s extremely difficult. Six Tier 3 Spy Master rooms often yield only one Varlroth's Emblem, and sometimes none at all when luck is bad. Did you secretly nerf the drop rate?
Moreover, the aggro of enemies in the temple is extremely low—they often hide in corners and idle around, forcing us to go out of our way to find them. This is absolutely ridiculous!

Sure feels like it. I have not gotten one to drop in the last 15 temple runs. Makes it impossible to get any real progression.

I get plenty of the medallions that let me upgrade stuff. But what is the point of upgrading when they just get removed...
