Bug on Rage effect of the Node 'Primal Hunger'

I think the node 'Primal Hunger' is not working correctly.
It says 'No rage effect', as i understand, the effect of the rage is adding 1% attack more damage for each rage.
I'm playing as a druid with the shaman ascendancy, using the node 'druidic champion' for every 2 rage add 1% more spell damage with node 'mystical rage' every rage add 2% increased spell damage.

The node 'Primal Hunger' remove the effect of the rage but add 100% maximum rage as i said before the percentage of the attack is remove. In this case it remove all the effect that use rage and not the number of rage.
Or it's not explicitly write on the node that it add spell effect to rage.

i think there is something wrong or i didn't understand how it really work.
