No Citadels in Atlas

I have scrolled around the fog of war in my atlas for very far distances all the way around and can see no citadel beams. I have gone pretty far in my atlas and have found no citadels.

Welcome to the club. It wasn't a big deal last league because killing the Arbiter was optional. Now it's manditory... However the citadel problem was never fixed... <THE VISION> |

I thought this was an issue too but you can't actually scroll into the fog to find the beam, you have to be fairly close and it will show up. Just pick a direction and keep going. They eventually show up.
