Soul Tether not applying life leech to energy shield in some circumstances.

I have the Soul Tether Long Belt (with the constant energy shield drain corrupted away), applying excess life recovery from leech to energy shield.
I have Vaal Pact, making life leech instant.
And I have Mystic Harvest, making life leech recover based on elemental damage as well as physical.

Yet the only time life leech seems to be applying to energy shield when I'm on full life is if I use whirlwind, never from Glacial Lance, Lightning Spear, or other commonly used elemental skills.
