Lord of the Wilds Passive Tree Node Bugged?

So the node Lord of the Wilds seems to bug out when used. It allows you to use a non-unique Sceptre while wielding a Tailsman. Downside is you have 50% less Spirit. It also seems to double the cost of your Auras. Is this intentional or am I just stupid and don’t understand how this works?
