+ Levels to rake skills Jewel not working.

I recently obtained a jewel that grants +3 levels to all Rake skills, but it doesn’t seem to be working correctly. While the skill gem itself reflects the modifier—showing the +3 to global level modifiers and an increase in attack damage—the tooltip does not change at all, including values such as damage per use or bleed magnitude.

This leads me to believe that either:

the jewel is not actually applying its effect, or

the tooltip is not properly reflecting the damage changes.
