Season 1 POE2 Flawless Performace. Season 4 Unplayable

I played all of season 1 with 0 issues. Game ran perfectly, no lag, no slow loading, nothing. I decided to come back for season 4 now and I am having every issue under the sun. I don't understand why your game is so horribly optimized now? It is only this game.
Everything else I play on my pc works fine.

When I initially started Season 4 the only issue I was having was long load times, which was apparently an issue a lot of people were having. After troubleshooting fixes for that everything went back to running perfectly fine...until just the other day. I have now started having issues with random crashes, lagging, sound choppyness, long load times and the game just shooting my CPU usage to 90+% as soon as I launch the game. I have tried nearly everything.

Currently the only way I am even able to somewhat play is by using a program that throttles my cpu so it doesn't shoot to 100% and crash the game.

I don't understand how I was able to run the game perfectly and now it is just unplayable. I have recently sent my pc in to get looked at and there is 0 issues with my hardware. I love this game, but I am just so frustrated as to why this game alone is doing this.

Here is a list of all the things I have tried

:Tried messing with in game Settings
:Tried adding all kinds of Launch Options
:Tried messing with Nvidia Control Panel Settings
:Tried refreshing shader cache
:Tried Vulcan and DX11
:Tried updating Graphics Drivers
:Tried updating BIOS drivers
:Tried Reinstalling
:Tried installing Windows version(Crashes as soon as I try to launch the game)
:Tried using Process Lasso to limit cores the game uses
:Tried using Battle Encoder Shirase to limit CPU usage
:Tried changing Windows Settings
:Tried disabling Discord and Steam Overlays
:Tried Verifying Game Files multiple times throughout all the troubleshooting and testing(It had things it fixed almost every time)
:Tried rolling back computer to a time when everything worked(was not able to do so)

My computer is somewhat old, but like I said it ran everything flawlessly in Season 1 so it would make absolutely no sense why it just all of a sudden can't run the game at all. I will include my specs below.
