Critical Bug: Ice-Tipped Arrows loses core functionality when mounted on Rhoa

There appears to be a bug with the Ice-Tipped Arrows skill.

When the skill is used in a normal state (not mounted), ice shards are generated correctly as expected.
However, when using the skill while mounted on a Rhoa, the ice shards are not generated at all.

This results in the skill not functioning properly while mounted, even though there are no tooltips or descriptions indicating that the behavior should change when using a Rhoa mount.

Steps to Reproduce:

1. Equip and use Ice-Tipped Arrows while unmounted → ice shards generate correctly.

2. Mount a Rhoa.

3. Use Ice-Tipped Arrows again → ice shards do not generate.

Expected Result:
Ice shards should be generated regardless of whether the character is mounted on a Rhoa.

Actual Result:
Ice shards are not generated while mounted on a Rhoa.

Please look into this issue, as it significantly affects the usability of the skill.
