Contaigon not a Spell?

Contaigon got the "Spell" Tag but it doesn't get levels from "+X to Level of all Spell Skills", is that a bug?

"For me it does get a level from "+1 to Level of all Spell Skill Gems". If you somehow got the Spell from an item source (if there is any I dont know) then its supposed to "not work". No wonder it's lost, it's in the middle of the jungle!
