Choir of the Storm Lvl 20 bug

I have been using a Choir of the Storm granting a Level 19 Lightning Bolt skill, and just saved up and bought one that grants Level 20 Lightning Bolt skill. However, I can not socket any gems into the 5 open sockets in the Lightning Bolt skill.

I can switch back to my old amulet and socket the gems in just fine. I also have a spare Level 19 amulet and the gems socket just fine in that too.

The bug seems to just be for the top-tier Level 20 Lightning Bolt version of the Amulet. I can't craft new support gems either, the menu says that no support gems can be socketed into the skill.

Please help, I just spent 80 div on this lol...

Edit - Fix was the int requirement for the skill. Since the amulet grants the skill, and it only casts on crit, and won't be on your hot bar, there was no indication that I was like 8 int short of the requirement for level 20 skill. When I tried to socket support gems the game just states "This support gem cannot be socketed on this skill" or something like that. It doesn't say anywhere that the int requirement is the cause.
