Lvl 20 Gems Do they exist?

Not much to say, are these actually in the game?
they are WAY too rare... please increase their drop rate. I have several characters since early access started to around 96 (5 or 6 of em) and plenty not that high and I have seen ZERO lvl 20 gems.
