Is the +1 limit for both weapon sets or each weaponset?

Because I will lose the use of one of my staff if I use this rune on each of my staff.

Is this intended?

I was unsure myself so did some Googling, and found this Reddit thread saying the second weapon set was disabled because they had the limit 1 runes on both weapons. Unclear if bug or not, but best to avoid.
