[Commander's Headquarters Room] Buffs Adjacent Rooms (Gain 1 Tier)

To add more value to the Tier 3 room Commander's Headquarters, I would like to suggest that GGG adds a new effect called "Commanding Presence," whereas all adjacent rooms around the Commander's Headquarters gains 1 tier.
