Can't access Royal Access Chamber when all rooms have been completed

I completed all the rooms that i could get to, which was 7 rooms. but when I go to the royal chamber, it says only 7/9 completed. There are no more rooms I can go to because the only rooms left connected are connected to the royal chamber and are on the other side of it. This has happened several times now to the point where i don't want to connect any rooms to the royal access chamber for fear that I won't be able to run the temple.
