Can rooms that don't have "Low chance for Quipolatl's Medallion" drop room medallions?

Basically I'm trying to find out if any rooms that don't have medallion drop text in their descriptions, like Armoury, Barracks, Generators and so forth, can drop any kind of room medallion?

One example would be, if I'm looking for a Barracks medallion, what rooms can drop them?

Additional question: Can the architect ever be moved to a tile that would make him connected to an existing room? Like, if I block each tile he can move to but leave one open, will he move to it?
