Cast on crit quality bug

Anytime I quality a cast on crit skill it bricks the gem. With no quality on it I see the buff above my skill bar and it works. When I put quality on it the skill goes from 100 spirit to 91 spirit and no longer shows up above my skill bar and does not work anymore. This happens for all COCs thay I make.

Anyone got any idea how to fix this?
