Monkeys Power and Frenzy Charges

As title says im playing ruthless and when i use specters on moneys in act 2 and 6, i cant seem to generate both power and frenzy charges... has there been a change of sorts? and when i have 3 monekeys none of them are generating any charges... is there a bug going on?

Long time ago, when i used these, recommendation was to link them with blood magic. Try using lifetap.
