All notable passives on the skill tree should be anoint-able / Other skill tree feedback

As the tile states, I believe that players should be able to anoint any of the notable passives on the skill tree. Currently notables in the starting areas of the skill tree cannot be anointed. This is bad, for example if I want to get the minion critical strike chance notable, a fairly rare stat, from the Templar/Druid start of the tree. On any other class it ends up being something like half a dozen or more points to travel to... Not a real option.

I am assuming the reason for the inability to anoint these notables is because the passive skill tree starting points vary from class to class. This honestly, is a bad mechanic that should probably be removed anyway. I'll give an example of why it is bad... The minion nodes in the INT start don't appear on the Sorceress because they aren't supposed to be minion characters. But obviously now that is no longer true with the Disciple of Varashta ascendancy. You assume too much and in doing so, just shoehorn players into build archetypes early on instead of embracing build diversity. There is plenty of space on the skill tree for node clusters in-between different starting points that can be utilized, and players already hate these long travel sections between them. Just move some of the less-traveled alternate starting nodes to the sides where they can fill in those spaces where it is currently only pointless stat lanes.

I'm sure there is concern here in not making the starting areas of the tree intimidating and confusing to newcomers, but honestly, that ship has sailed. PoE2 is not newbie friendly despite your efforts, we should all just accept that.
