“I purchased the Path of Exile 2 Early Access pack in the form of a key from Eneba. I logged into my account and linked it to Steam, but Steam says that I already own the game, so I cannot activate it there. Because of this, I continued on Epic Games, installed the game through Epic, but it still says that I need to purchase Early Access. I would appreciate your help. Thank you.”

Eneba are not a storefront that GGG distributes keys to. It is a marketplace where you buy keys from strangers. If the key you bought is not legitimate, that's a matter between you and Eneba. If you try finding inexplicably cheap keys online and they're made up, that has nothing to do with GGG.
It's a bit like buying an "iPhone 17 Pro Max" for €50 on eBay, then receiving a plastic dummy model that isn't a real phone. Apple aren't going to care. GGG are not going to provide you a real key. Having spent thousands of euros on Path of Exile over the years, I will not be further supporting it financially until and unless GGG resumes offering Technical Support.

IF you just bought a steam key, you double-scammed yourself. A steam/epic key just lets you download the game from those stores, you need a GGG key to give your account access to the game. Once doing that you can claim steam/epic keys to activate for download on those stores if you want to download/login via their systems.
