how strong is the boss anti burst mechanic?

anyone have a damage reduction percentage? also how long does the full, strongest percentage last?

By gut feeling, not too strong. Looks like its mostly aimed at players laying down ground hazards before boss spawns/enters arena. Once fight begins, your dps looks correct. Proximal tangibility is way more annoying than this mechanic because you don't see it active until noticing mob is immortal and then reading tiny text above.
