Remove waystones/tablets and add their functioinality to the atlas tree!

The problem with waystone juicing is that the affixes are highly build dependent. You have rakiatas flow? You want #% to enemy ele res. You are immune to slow? You want temp chain and ice. You have 90% fire res? You want the map covered in flames and enemies with extra fire damage.

Sure, you can just alch and run maps without reading, but for rewarding maps you want 1 portal juicy maps. Especially citadels. Now those can be painful with the wrong mods. Also, if you just run maps blindly and do not engage with the juicing mechanics, then why have them at all?

The main issue I have with the endgame is that it is a chore. I spend 1/3 of my game time preparing the map. I also spend 1/3 of my game time cleaning up after a map. Searching the market for the loot I have just gotten, because I have no idea if they are vendor trash or 5 div high value items.

It's Christmas and I just wanted to run some maps before going to bed. Out of 60 minutes of game time I get like 20 mins of actual gameplay. Probably less. It's ridiculous.

Waystones should be removed. Mutators are cool and a must for making the endgame longer and more challenging. So instead of boring stuff like "3% increased pack size" add meaningful mods to the atlas tree. Like the affixes we have right now on waystones.

Summary of the proposed changes:
1. Remove waystones.
2. Remove tablets.
3. All points of the atlas tree should be available from the start.
4. Every atlas node should make the maps a lot harder (a.k.a. juicing).
5. For every allocated node the loot should be a lot better (similarly to waystone affixes).
6. Guaranteed map content should be on the atlas tree as notable passives (replacement for tablets)
