Inhibitor support gem and Spark

The Inhibitor support gem allows for skill gems to not consume infusions. This should be available for all skill gems that could use infusions, so that they could instead be used for more important skills. I have Spark autocasting whenever I Shock an enemy, and consumes my Cold infusions whenever I gain them. I don't want that.

TLDR Inhibitor should be available on all Skill gems that can use infusions, or a setting should be added to toggle that bars a Skill from using them, without the benefits of Inhibitor.
