PERFECT ORBS BUG

Everybody can try it out for themselves but "Perfect Orb of Transmutation" is giving me a (18—22)% increased Mana Regeneration Rate
15% increased Light Radius roll on Sceptres which is an item level 30 mod T1

The Orb is supposed to not let any mod below item lvl 70 appear on the item or did I misunderstand the Orb?

I am not a tourist I actively use poedb and poe2db and this seems like a bug.

I would have to be corrected but since you are not rolling specific tags it will still roll from the entire pool and since 30ilvl is a T1 it will just guarantee a T1 everytime you roll that specific mod from the pool.

This is correct. The Minimum Modifier Level keyword explains this.

Added random modifiers are at least this level or higher, except if a specific modifier type would be excluded entirely from being able to roll.
