Cruel Trarthan Executioner Back Attachment Glitched - Half of it Disappears / Bugs out

I bought the supporter pack and have used "Cruel Trarthan Executioner Back Attachment" since then.. but there is an issue in 0.4.

When you first equip it, it looks fine and looks correct. It hangs down to your lower legs / just above your ankles.

BUT, after you load into any area it then shrinks and ends around your lower back area and is no longer a cape.

This happens with all combinations of cosmetics. I've swapped them around to make sure it wasn't another MTX affecting it. This isn't the end of the world or anything but it looks stupid and it's just annoying.
