Spirit Issue

I've noticed in a few places that this is a common bug of say a Gemrot Skull not dropping, either way my druid is lacking 30 spirit although it shows I've defeated both early game bosses in order to obtain the Gemrot Skull. I've tried to overcome the issue using a sceptre and amulet and now it shows I have 46 available spirit but I am unable to get my other spirit gem to work. There is no support gems slotted it strictly shows 30 reservation and I've tried with other spirit gems and nothing. Rather than having to make a new character to possibly have the same thing happen I'd like it if my current character can be fixed.

Are you sure this isn't just a misunderstanding of the Lord of the Wilds keystone?
It cuts your spirit by half and causes non-minion skills to reserve twice as much spirit.

That would explain that yes, thank you for clearing that up. Although it still doesnt explain why with 46 spirit I cannot cast a 30 spirit reservation. Or does it and i'm missing that too?
