Rtual Tablets crafting

I have tried to craft Ritual Tablet with Ritual Altars in Map allow rerolling Favours an additional time Modifier using Chaos orbs. I spend 10 Div (level 80 tablet) without successfull result, looks like something wrong with crafting. Because avarage should be 1 per 33 Chaos orb, and i spend 580 without success.
