Overwhelming Presence Doesn't Activate / Work

Since .3 patch, the overwhelming presence aura has not functioned properly on any of my characters. Despite having enough spirit and activating it in my skill gem menu, it does not show as activated on top of my hot bar (like herald of ice or herald of ash, etc). Additionally, I also know it is not working because the enemies do not have an aura on them like they usually do.

This has been the case for the last 6 months or so. I have tried on multiple characters, using multiple gems, and making many changes and adjustments to my build to see if it will suddenly activate.

All other spirit gems/buffs seem to work appropriately.
