Farrul's Rune Of The Hunt secondary set bug?

Making this as i assume this is a bug.
I have 2 weapons, 1 for clear and 1 for single target/burst. I have equipped subjected rune into each of my weapons and im getting flagged for the "limited to 1" rule as my item itself it turning red with "Cannot use this item, its stats will be ignored".
Unless we have always been using the effects of runes in both weapons at the same time, this is more than likely a bug.
I should be able to have 1 equipped per set used, since only weapon is changing it should be considered to only have 1 active no matter what weapon i am utilizing.
