Access to the Manor Ramparts

I can not enter the manor ramparts for some reason. I have killed the boss and all of the minions in the area, completed the lore portion of the quest, and made sure I hit all of the checkpoints.
I have attempted logging off and back on, crashing the game through cli, and even logging in during less busy hours.
