Sierran Inheritance Not Reversing Slows

Shackles of the Wretched with the "Elemental ailments you inflict other than freeze" Vaal modifier does not seem to be interacting properly with Sierran Inheritance's "The effect of chill on you is reversed" modifier at all times.

Sometimes it is fixed by relog, sometimes you need to respec passive tree. In my case, it hasn't worked a single time.

Figured it out.

If you don't have enough dex for the chest when using your second weapon set (even while using first weapon set) it will not reverse chill.
