His Winnowing Flame + SRS not functional

His Winnowing Flame is tagged AOE, Fire and so should spawn Raging Spirits based on skill AOE. Regardless of increases/decreases to AOE, no spirits are spawned.

As a secondary aside, desecrated staff modifiers were not updated with the buff to staff mod values introduced this league i.e. desecrated cast speed gives the equivalent of t3 cast speed with the condition of being on low life. Used to be better than t1 given the condition.
