Ice tipped arrows are not making ice fragments

Ice tipped arrows randomly stopped making ice fragments spawn. I cannot figure out what is causing this. I have unequiped and reequiped everything. They just won't drop when using this skill.

Confirmed - this happens when riding Rhoa - the shards work again when off Rhoa.

Same. 'Ice-Tipped Arrow' and 'Frozen Spite' support are not working, when you mounted on roa. GGG ?D
