Odd Network spikes

My apologies if this has been covered already, but I haven't found anything about this exact scenario.

I created a ranger and got crazy spikes in clearfell. Tried a few of the network fixes I found online and nothing seemed to work.
I had equiped Plaguefinger at level 2 and thought it might be related to that so I removed them, but it didn't help.
I logged in with my lvl 74 and went to clearfell...No spikes.
I created a new ranger...No spikes.
Back to the original ranger...crazy spikes.
Back to the 2nd ranger...no spikes.

I'm not sure how this issue could be related to a specific character, but in this particular instance it seems like it is.
