+1% surpassing additional arrow bug

Hello, i dont know if its the correct section, i have a strange trouble on my old bow. Before tha patch this bonus was 100% and always fire additional arrow, after patch my bow have only 1% of surpass add arrow and not 50% like others...
This is a bug i must report? Its really annoyng to make another bow with same stats :(
