Game latency maxes out then causes stretched screen

Hello,

have had issues where my screen stretches like it's on a 55" tv and makes it unbearable to see, then has random spikes of latency.

This happens when trying to apply orbs to items.

CPU: ryzen 7 9800x3d
GPU: PNY 5070ti 16gb
MB: x870 wifi 7 elite
SSD: WDB850x 8tb
