Shapshiting abilities not counting as being in the form tied to the ability

The easiest show case of this is with the Bear endurance charge generation. If you are human, and use a bear ability costing 15 rage, you will not gain an endurance charge. Subsequent attacks, generate a charge once in bear form.

Additionaly, this can be replicated with wolf and wyvern, when switching into bear.

Also through my testing, if you are in bear form and use a wolf/wyvern ability that cost 15 rage, you will generate an endurance charge on using the wolf/wyvern ability.

1. The code thinks you are in your previous form when using the first ability upon switching or..

2. The cost associated with the skill is spent before switching forms

Either way this seems like a bug to me.
