Bestial Rage Bug

I have bestial rage anointed and have 44 rage. However, my skill damage with the amulet on only increases by 140 total damage over not wearing it when my total skill damage is 18k. The math says that its a 0.7% increase in damage. I'm so thankful for the massive dmg spike.

There isn't any other text that states the notable is only usable in shapeshifted or other form. So I would assume it works as long as you have rage.
